CNCCC International Tendering Co.,Ltd.(hereinafter referred to as“the Tendering Agent”),entrusted by CNOOC China Limited(hereinafter referred to as“Tenderee”),intends to purchase the Goods and the relevant services required under the project of CFD OILFIELD HYSY112 SPM by Internatioive Bnal Competitidding.Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：

The project is located in CFD11 oilfield in Bohai Sea,90KM away from Tanggu Port.The field contains Offshore Oil 112FPSO,a single point mooring(SPM)that transfers liquids between a single point and the hull via three jumper hoses.The jumper hoses include one water injection Flexible Jumper and two multiphase Flexible Jumper.

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license,tax registration certificate,organization code certificate,or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

（2）資質(zhì)要求及證明文件

Requirements of Qualification of Bidder and Certificate

1)跨接軟管需按照《海上固定平臺安全規(guī)則》的要求進(jìn)行設(shè)計、制造、認(rèn)證和檢驗(yàn)。投標(biāo)人應(yīng)委托海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級社（ABS,DNV,CCS，BV）對天然氣跨接軟管整體進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書。

The JUMPER HOSE shall be designed,manufactured,certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic&Trade Commission.PRC（SETC）.Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Gas HOSE Skid from one of the certifying agencies authorized by COOOSO,which are(ABS,DNV,CCS,BV).

（3）業(yè)績要求Requirement for Bidder's reference:

1）投標(biāo)人的跨接軟管需滿足（2013年1月1日至此次投標(biāo)截止日期，以合同簽訂時間為準(zhǔn)）至少有一項(xiàng)同型號跨接軟管應(yīng)用于海洋環(huán)境的供貨業(yè)績（單根長度55米，設(shè)計壓力：139bar，設(shè)計最高溫度≥90攝氏度，設(shè)計最低溫度≤-15攝氏度）的供貨業(yè)績,并提供相關(guān)業(yè)績證明。

The bidder's jumper hoses shall meet the supply performance of at least one jumper hoses,to be ensured that the provide model of product has been applied in the marine environment for at least 5 years,(from January 1,2013 to the bidding deadline,subject to the contract signing time)(length of single hose is 55 meters,design pressure:139bar,design maximum temperature≥90 degrees Celsius,design minimum temperature:≦-15 degrees Celsius),and provide relevant performance proof.

2）投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：

①銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和②到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項(xiàng)目名稱、跨接軟管（單根長度55米，設(shè)計壓力：139bar，設(shè)計最高溫度≥90攝氏度，設(shè)計最低溫度≤-15攝氏度）的技術(shù)要求及到貨驗(yàn)收材料。

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項(xiàng)目名稱、跨接軟管（單根長度55米，設(shè)計壓力：139bar，設(shè)計最高溫度≥90攝氏度，設(shè)計最低溫度≤-15攝氏度）的技術(shù)要求及到貨驗(yàn)收材料的，均視為無效業(yè)績。

The bidder shall submit the performance form in the prescribed format,and submit the relevant performance certification documents.Performance documents include,but are not limited to:

a)Copies of the sales contract(including cover,signature page and relevant technical attachments);

b)Arrival acceptance certificate or debugging report signed or sealed by the user.
