1.中化建國際招標有限責(zé)任公司（以下稱為“招標代理機構(gòu)”）受海洋石油工程股份有限公司（以下稱為“招標人”）委托，就恩平油田群總包工程項目套橫蕩護舷采購項目所需貨物及相關(guān)服務(wù)進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC?International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to?as “Tenderee” ), intends to purchase the Goods and the relevant services required?under 4 Sets of Sway Fender of Offshore Oil Engineering Co.,Ltd. by International Competitive?Bidding. The Bidders are kindly requested to provide the following Goods and?services with sealed bids.

2.對投標人的資格和業(yè)績要求：
Requirements for Qualification and reference?of Bidder:
 
（1）資格要求
Requirements for Qulification of?Bidder

A. 如果投標人為境內(nèi)注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨立法人資格）、一般納稅人證明/稅務(wù)登記證、組織機構(gòu)代碼證或三證合一營業(yè)執(zhí)照的復(fù)印件，并加蓋公章（以上所有證明文件在年審有效期內(nèi)）；
A. If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate or the business license of a three certificates shall be provided(all documents within the validity period);
B. 如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
B. If the bidder is an overseas registered company, it shall provide valid company registration certificate
C. 投標人所投產(chǎn)品制造商通過ISO9001質(zhì)量體系認證，并提供有效的質(zhì)量體系認證證書；
C. The?manufacturer of the products offered by the bidder shall pass ISO9001?Certification,?and the Bidder?shall provide valid Certificate?of Quality?Management System?Certification.

D.投標人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標人是代理商，則須提供制造商有效授權(quán)書。
D.The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.
 
（2）業(yè)績要求：
Requirement?for Bidder reference:
1) 2016年1月1日至投標截止日，投標人所投產(chǎn)品應(yīng)具有應(yīng)用于海洋工程或碼頭類項目，且滿足護舷產(chǎn)品結(jié)構(gòu)形式為單塊護舷防沖板上連接多個橡膠件并固定在碼頭或海上結(jié)構(gòu)物上，橡膠件高度H尺寸及垂向受力不小于本項目技術(shù)要求（H為1200mm、單個橡膠件垂向設(shè)計載荷188噸）的護舷貨物運行業(yè)績（運行業(yè)績時間為投入運行時間或調(diào)試驗收時間）。
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：無價銷售合同復(fù)印件（含相關(guān)技術(shù)附件）等證明材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同首頁、簽字頁、項目名稱（應(yīng)用于海洋工程或碼頭類項目）、貨物名稱、產(chǎn)品結(jié)構(gòu)形式（單塊護舷防沖板上連接多個橡膠件并固定在碼頭或海上結(jié)構(gòu)物上)、橡膠件高度、垂向受力,并提供用戶出具的投入運行證明文件或用戶出具的調(diào)試驗收文件。用戶出具的投入運行證明文件或用戶出具的調(diào)試驗收文件應(yīng)體現(xiàn)運行時間或調(diào)試驗收時間。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
From January 1, 2016 to the deadline for bid submission, the bidder_EpSingleQuotes_s products shall have at least one set applied to marine engineering or wharf projects, and the structural form of fender products. The structural form is that a single fender anti-collision plate is connected with multiple rubber parts and fixed on the wharf or offshore structure.These products’ height size H and design load shall not be less than the product purchased in this project(H is 1200mm,single rubber cell design load is 188T) ,the operation performance time is the operation time or commissioning acceptance time. 
Bidder?shall?furnish?reference List in given form, and provide corresponding documentary evidence. The?documentary evidence shall?include but not limited to: copies of?the priceless?sales contract (including technical attachments)and other supporting materials. . The?evidence documents provided by Bidder shall as least demonstrate the contents as follows:contract home page, signature page, project name (applied to offshore engineering or wharf projects), name of goods ，product structure form (multiple rubber parts are connected on a single fender anti-collision plate and fixed on the code head or offshore structure),height of rubber parts,design load to be supplied, acceptance documents issued by users or other documents that can prove successful application. The acceptance documents issued by users shall reflect the acceptance time. If the performance documents are not submitted, or the performance documents provided do not reflect the above information, the performance shall be regarded as invalid.

（3）證書要求

投標人承諾交貨前提供護舷產(chǎn)品整體結(jié)構(gòu)有限元分析等計算報告、設(shè)計圖紙及材料清單。
The bidder promises to provide calculation reports, design drawings and material lists of the overall structure of fender products such as finite element analysis before delivery
投標人承諾在供貨時提供由五大船級社進行見證的產(chǎn)品性能測試報告。
The bidder promises to provide the product performance test report witnessed by the five classification societies during supply
3.有興趣的投標人可通過以下方式獲取招標文件：從2021年2月25日開始至2021年3月4日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。
The?interested Bidders may obtain the bidding document by following method: Please?login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the?page of Invitation for bid for purchasing Bidding document from Feb.25,2022 to Mar.4,2022. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase?Bidding documents online. The whole purchasing process must be operated online?and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to?purchase Bidding documents online is not eligible to bid.
 
4.投標文件遞交截止時間和地點：所有投標文件都應(yīng)附有按規(guī)定提交的投標保證金，并于2022年3月21日上午9:30（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。

R. China at or before?9:30 am (Beijing Time) on Mar.21, 2022. Any bid beyond the required time and date shall be?subject for rejection.
