1. 中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)）有限公司（以下稱為“招標(biāo)人”）委托，就陵水17-2氣田開(kāi)發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 Gas Field Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境內(nèi)：(1)尾鏈，測(cè)試鏈，信號(hào)鏈及相關(guān)連接附件須于2019年8月14日前運(yùn)達(dá)青島港碼頭項(xiàng)目現(xiàn)場(chǎng) ；
(2) 其他所有貨物運(yùn)須于2019年8月14日前達(dá)目的港碼頭項(xiàng)目現(xiàn)場(chǎng)。
Cisborder: (1) before 14th Aug., 2019, tail chain, test chain, messenger chain and related connector accessories shall arrive at the wharf of Qingdao port（Project Site）；
(2) before 14th Aug., 2019, all other goods shall arrive at the wharf of Destination Port(Project Site)。
境外：(1) 尾鏈，測(cè)試鏈，信號(hào)鏈及相關(guān)連接附件須于2019年8月7日前運(yùn)達(dá)青島港;
(2) 其他所有貨物2019年8月7日前運(yùn)達(dá)目的港；
Overseas: (1) before 7th Aug., 2019, tail chain, test chain, messenger chain and related connector accessories shall arrive at Qingdao seaport；
(2) before 7th Aug., 2019, all other goods shall arrive at Destination Port；
目的港為： DAP中國(guó)深圳赤灣港或珠海港或惠州港（合同簽訂時(shí)買方將確定其中一個(gè)作為最終交貨地）。
Destination Port：DAP Shenzhen Chiwan port or Zhuhai port or Huizhou Port (one of them will be confirmed by Buyer as final delivery place when signature of Contract）

Requirements for Qulification of Bidder
A．投標(biāo)人通過(guò)ISO9001質(zhì)量體系認(rèn)證，并提供有效的質(zhì)量體系認(rèn)證證書；
The Bidder of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B. 投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo);
The bidder shall be the manufacturer of bid goods, agent’s bid is unacceptable.
C. 投標(biāo)人承諾所投標(biāo)的貨物取得CCS或ABS船級(jí)社的產(chǎn)品證書；
Bidder confirm that the Products shall have certificate of marine product issued by China Classification Society (CCS) or American Bureau of Shipping (ABS).
D. 投標(biāo)人承諾為陵水17-2半潛平臺(tái)提供的系泊錨鏈及附件必須是投標(biāo)人的成熟產(chǎn)品。
Bidder confirm that The Mooring chain and accessories seleced for the LS17-2 SEMI platform should be manufacturer proven products
（2）業(yè)績(jī)要求：
Requirement for Bidder's reference:
近10年(至截標(biāo)日)，提供系泊錨鏈及附件的制造商至少在2個(gè)不同的項(xiàng)目中總共至少供過(guò)2套錨鏈及附件(錨鏈直徑不小于157mm)的完成貨物接收的銷售業(yè)績(jī)。投標(biāo)人須提交有效的業(yè)績(jī)表和相關(guān)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件相關(guān)章節(jié)（含相關(guān)技術(shù)附件）和用戶簽字的貨物接收證書。
In recent 10 years (till deadline of bids submission stipulated), the manufacturer to provide mooring chain and accessories should have sale reference, in which products had been received by clients, with at least 2 sets of mooring chain and accessories (the diameter of chain not less than 157mm) that in different 2 projects . The Bidder shall submit valid reference list and relevant documentary evidence for such reference, the documentary evidence include but not limited: relevant chapter's copies of sale contract (including relevant technical attachment) and receipt certificate of product signed by clients.
業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同和貨物接收證明的簽署時(shí)間、貨物名稱、供貨數(shù)量、使用的錨鏈直徑。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同和貨物接收證明的簽署時(shí)間、貨物名稱、供貨數(shù)量、使用的錨鏈直徑的，均視為無(wú)效業(yè)績(jī)。
The evidentiary documents provided by Bidder shall at least demonstrate the content show as follows: signature time of Sales Contract and receipt certificate of product , Name of Goods, Quantity, diameter of mooring chain. If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate signature time of Sales Contract and receipt certificate of goods, Name of Goods, Quantity, diameter of mooring chain., the relevant reference will be deemed invalid.
3. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2018年8月15日開(kāi)始至2018年8月22日止，請(qǐng)登錄中國(guó)海洋石油集團(tuán)公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元或350美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Aug. 15th, 2018 to Aug. 22nd, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2018年9月13日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4樓會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before10:00 am (Beijing Time) on Sept. 13th, 2018. Any bid beyond the required time and date shall be subject for rejection.
