2．資格要求：
1) 1）資質(zhì)要求：
A. 關(guān)境內(nèi)投標(biāo)人應(yīng)提供有效的營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或三證合一營(yíng)業(yè)執(zhí)照等。關(guān)境外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明。以證明投標(biāo)人具有獨(dú)立法人資格。
B. 原油發(fā)電機(jī)組設(shè)備資質(zhì)：
原油發(fā)電機(jī)組應(yīng)為海上移動(dòng)生產(chǎn)平臺(tái)或船用型，本FPSO為ABS和CCS雙船級(jí)，供應(yīng)商應(yīng)自行安排檢驗(yàn)及相關(guān)工作，并取得相關(guān)證書。
2) 業(yè)績(jī)要求：
a) 投標(biāo)人所選定的原油發(fā)電機(jī)組設(shè)備（滿足在11.5℃~45℃的工作環(huán)境下，發(fā)電機(jī)額定輸出功率至少達(dá)到5500kw）應(yīng)從2002年1月1日起至投標(biāo)截止日（合同簽訂時(shí)間）至少有2臺(tái)套在海上油氣生產(chǎn)設(shè)施項(xiàng)目（鉆采平臺(tái)、浮式生產(chǎn)儲(chǔ)卸裝置、海上移動(dòng)裝置）成功運(yùn)行至少2年的業(yè)績(jī)。
b) 投標(biāo)人所選定的輔機(jī)系統(tǒng)設(shè)備（原油分離撬、燃油增壓撬、原油循環(huán)撬、燃油過(guò)濾撬）制造商應(yīng)從2002年1月1日起至投標(biāo)截止日（合同簽訂時(shí)間）至少有為2套海上原油發(fā)電機(jī)組配套過(guò)并成功運(yùn)行2年以上的業(yè)績(jī)；
c) 投標(biāo)人所選定的輔機(jī)系統(tǒng)設(shè)備（中央冷卻撬、滑油補(bǔ)給撬、滑油分離撬、滑油冷卻撬、啟動(dòng)空氣撬、膨脹罐）制造商應(yīng)從2002年1月1日起至投標(biāo)截止日（合同簽訂時(shí)間）至少有為2套海上柴油/原油發(fā)電機(jī)組配套過(guò)并成功運(yùn)行2年以上的業(yè)績(jī)。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件（含合同封面和簽字頁(yè)，供貨范圍/工作范圍描述頁(yè)，原油主機(jī)及配套輔機(jī)設(shè)備相關(guān)的技術(shù)附件等關(guān)鍵頁(yè)面，原件備查）和用戶簽字的成功運(yùn)行證明文件或用戶簽發(fā)的臨時(shí)接受證書或第三方船級(jí)社簽字的調(diào)試記錄報(bào)告。無(wú)法提供證明材料的業(yè)績(jī)?yōu)闊o(wú)效業(yè)績(jī)。
3) 質(zhì)量要求：制造商應(yīng)提供ISO9001質(zhì)量管理體系認(rèn)證證書，且證書在有效期內(nèi)。
3.有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2021年7月7日開始至2021年7月14日止，請(qǐng)登錄中國(guó)海洋石油集團(tuán)有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。本招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中領(lǐng)購(gòu)招標(biāo)文件，不可參加投標(biāo)。另外，本次招標(biāo)公告同時(shí)在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（www.chinabidding.com）上發(fā)布，投標(biāo)人還需要在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（http://www.chinabidding.com/）注冊(cè)成功并通過(guò)平臺(tái)審核。
4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金并于2021年7月28日10:00時(shí)（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4層第八會(huì)議室，在此時(shí)間后收到的投標(biāo)文件恕不接受。
5.開標(biāo)時(shí)間：定于2021年7月28日10:00時(shí)（北京時(shí)間）開標(biāo)。屆時(shí)請(qǐng)參加投標(biāo)的代表出席開標(biāo)儀式。屆時(shí)請(qǐng)參加投標(biāo)的代表出席開標(biāo)儀式。開標(biāo)地點(diǎn)：北京市東城區(qū)東直門外小街6號(hào)海油大廈4層第八會(huì)議室。
6．本次招標(biāo)公告同時(shí)在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（www.chinabidding.com）上發(fā)布。
7.投標(biāo)人在投標(biāo)前需在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)上完成注冊(cè)。評(píng)標(biāo)結(jié)果將在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)公示。
